![]() ![]() – Police Services Board – 1:00 pm –Streamed Live – Public Planning – 5:00 pm –Streamed Live Deputy Mayor Desai provided notice of a motion regarding support for the Township of Mapleton regarding farm tax rates to be added to the June 3 rd Council agenda.A Notice of Motion that was deferred at the last Council meeting was deferred again until after the June 2nd Committee of the Whole meeting.Two by-laws were passed including a Community Safety Zone designation for Rocklyn and an amendment to the Council Remuneration Policy.The report was referred to a Committee of the Whole meeting which is scheduled for June 2 nd at 10 am. Council received a report on current and proposed planning processes including a pre-consultation application process.Council awarded a tender for Hot Mix Paving to Seeley and Arnill Construction in the amount of $975,540.32.Council directed staff to prepare comments related to Sideroad 26/27 for review at the June 3 rd Council meeting. Council received a letter from the NEC in regard to Clearview Sideroad 26/27.Council also approved waiving the first-year license fee for any new licenses issued in 2020. The inspections fees were reduced from $200 to $100 until December 31 st, 2020 and the license inspection fees deferred for one-year from the date the license was issued. Council approved reductions in the STA Licensing process for 2020 due to the impact of COVID-19.Council received the request for information only, as there were concerns related to COVID-19 including public washroom access. Council received another request from the Farmers Market to host the 2020 Market at the Flesherton Pavilion.Council did not approve relief funds but felt the application would be better suited to the Community Grant Program and directed staff to refer the group to the next intake of the program. There was one application for the COVID-19 Relief Grant Program from the Flesherton and District Farmers Market for $1,795.Council awarded a tender for Winter Sand & Salt to EC King Contracting in the amount of $173,076.50.Council awarded a contract for an Asset Management Plan Update to Public Sector Digest (PSD) in the amount of $44,800 to be funded from the Ontario Community & Infrastructure Reserve Fund.The request was received for information only, as advisory committees are not resuming until further notice. Council received a request from Lynn Silverton regarding holding virtual meetings for Senior's Advisory Committee.Director of Planning introduced Grey Highlands newest planner Matt Rapke to Council.That the Site Plan Agreement include odor control system with Hepa filters, the requirement for annual inspections, a peer review of the odour control systems, annual inspection requirements and a complaints handling process, specific building appearance, fencing, parking, security, snow removal and lighting measures.That Council direct staff to prepare a Site Plan Agreement that includes specific details of the ventilation, air purification, and plant operating procedures and that there be a reference be made to the Best management practices plan for industrial sources of odour as outlined by the province of Ontario.That the micro-cannabis cultivating facility proposed in the application SP13.2019 fits within the light industrial zone of the Zoning By-law.Recommendations from the May 5 th Committee of the Whole meeting regarding Site Plan Application SP13.2019:.Kevin Land spoke during Open Forum on behalf of the library board regarding Item 7.2 – COW2020-08 – Zoning Classification.The meeting was streamed live for the public to watch as well as recorded (link below).
